I have just carried out a quick Google search for cheap 4mm scale seated people and there are several vendors on eBay offering packs of 60 painted people for £13 and offering a discount for multi pack purchases. Admittedly they are 1:87, but I should have thought that wouldn’t be an issue for populating the inside of carriages.
