Welcome to the EMGS.
As far as I am aware there were never specific punched sleepers for EM. Certainly not supplied by the society within my memory. The difference was that the rivet head used for EM was slightly larger to give a better soldering area on the P4 spaced holes
Anyway, if you are planning on riveting then you will need the EM gauge rivets. These are no longer available through the EMGS due to the exorbitant cost of getting them produced and the limited demand.
If you are using plastic chairs then the chair base will cover the hole. Butanone will adhere the chairs to the sleepers but will either require a heavier application or sealing the sleepers to minimise the butanone from soaking in
