Nothing to do with railways.
It is a fence reinforcer, about 100 years old. The horizontal of the Z was buried in the ground and supported the fence from behind. It reinforced the fence because animals awaiting slaughter were, understandably, prone to panic and charge the stock fence.
Thanks due to the head gardener at Mottisfont Abbey NT who had dug up similar.
